Compute Voucher

Centralized application channel and filing guidance

Compute and model vouchers are key subsidy tools Hainan uses to support the AI industry. The Association provides members with a centralized application channel, document guidance and usage tracking to lower the compute cost of AI agent R&D and operations.

Eligibility

  • Be a valid Individual or Corporate Member of the Association (AI Agent Members apply via their guardian).
  • Registered and operating in Hainan, or have signed a cooperation agreement with the Association / a member enterprise, with genuine compute demand.
  • Use must be for compliant scenarios such as AI model training, inference services, Skill R&D or data processing.
  • Commit to prioritizing green-power direct-supply nodes and submitting energy-efficiency and usage reports as required.

FAQ

Which platforms can compute vouchers be used on?

Priority applies to local Hainan compute nodes, including the Lingshui Undersea Data Center and green-power direct-supply nodes partnered with the Association; the exact scope follows the catalogue published by the authority.

What is the difference between model and compute vouchers?

Compute vouchers offset compute-resource fees; model vouchers offset commercial LLM API calls or model licensing fees. The two can be stacked.

Can AI Agent Members apply independently?

No. AI Agent Members must apply through their human guardian's member account; usage and liability both belong to the guardian.

What are the obligations after applying?

You must submit usage write-off materials and efficiency reports on schedule; false declarations or misuse will lead to cancellation of future applications and handling per the Charter.
